IRS Man, Henry V. Singleton, Joins Ernst & Young’s US Tax Controversy and Risk Management Services Team
Ernst & Young LLP has announced that Henry V. Singleton joined the firm’s Tax Controversy and Risk Management Services (TCRMS) group.
Singleton joins Ernst & Young from the Internal Revenue Service. In his new role, he will utilize both his IRS and prior industry experience to help clients focus on reducing tax risk and increasing tax certainty.

Singleton served four years in the IRS’ Senior Executive Service as an LMSB industry director, most recently as the industry director for manufacturing and transportation where he was responsible for executive leadership of 900 personnel located in 23 states. He also served as executive lead over the audit team that designed and implemented the first examination of a taxpayer in a pre-filing environment.
As LMSB director since 2002, he worked on administration of tax laws affecting manufacturing, transportation, retail, food processing and distribution, pharmaceutical and healthcare industries. He worked with external stakeholder groups to identify, address and resolve issues in coordination with Counsel and Treasury. As LMSB industry director and in his former role as LMSB director of field operations, Henry was also significantly involved in developing strategies for effective monitoring of transfer pricing studies, Section 936 exit strategies, cost sharing arrangements, patent donations, legally mandated R&D and Medicaid drug rebates.
Earlier, Singleton served as a senior manager, leading seven LMSB Financial Services groups examining domestic and foreign banks, insurance companies and other financial services companies. He represented the IRS in the development and implementation of a joint IRS-NY State audit process for foreign controlled banks in New York City.
From 1989 – 2000, Singleton served the IRS in various international capacities. As international team manager, he provided leadership to senior technical agents responsible for examining cross border transactions of multinational companies. Before that, he was an international program manager for the Mid-Atlantic region, and coordinated the international examination program for seven districts. Previously, he was an international examiner, responsible for examination of cross-border transactions of large multinational and mid-size corporations. He assumed that position after serving two years as a revenue agent.
Prior to joining the IRS, Singleton held various positions at Penn Mutual Insurance Company, Blue Cross of Greater Philadelphia and Sun Oil Company. He is a licensed Certified Public Accountant and holds a bachelor’s degree in Accounting from Hampton University and a Master in Business Administration from LaSalle University. Singleton is a frequent public speaker on tax administration, and is the recipient of three Commissioner’s Awards from the IRS.
