Barbara Angus joins National Tax Department of EY (USA)
Ernst & Young LLP yesterday announced that Barbara M. Angus will join the firm as a Principal in the National Tax Department (NTD), effective on January 26.
Angus will focus on a wide range of tax legislative and tax planning matters, including assisting clients with contract manufacturing and cross-border tax issues. She will serve as a link between the firm’s international tax services practice and Washington Council Ernst & Young.

Angus most recently served as a Principal with Angus & Nickerson, a firm she formed that focused on the development and implementation of legislative and regulatory tax matters. She is also former International Tax Counsel for the Office of Tax Policy, Department of the Treasury. In this role, Angus was principal advisor on all aspects of international tax policy, including the development of legislation, the promulgation of administrative guidance, the negotiation of tax treaties, and represented the US before international tax organizations, including the Organization for Economic Co-operation and Development.
Prior to joining the Department of Treasury where she served from 2001 to 2005, Angus was Business Tax Counsel for the Congressional Joint Committee on Taxation from 1995 to 1998. As a senior staff member of the Joint Committee, Angus had primary responsibility for all international aspects of tax legislation and for the review and analysis of tax treaties considered by the Senate Foreign Relations Committee.
Angus received an AB, magna cum laude and Phi Beta Kappa, from Dartmouth College, a JD, cum laude, from Harvard Law School, and an MBA with high honors, from the University of Chicago Graduate School of Business.
