Stroock Expands Tax Certiorari Practice
Stroock & Stroock & Lavan LLP, a national US law firm with offices in New York, Los Angeles and Miami, has announced that Glenn Borin has joined the firm as Co-Manager of the firm’s Tax Certiorari Practice. Additionally, the Firm has elevated Joseph B. Giminaro to Co-Manager of its newly expanded practice, which now includes nine attorneys and four paralegals.

Mr. Borin, (52), comes to Stroock as the former Chairman of the Assessment Review Commission for Nassau County, New York, where he led reform of the County’s assessment review procedures. Prior to that, he was the Deputy Commissioner of the NYC’s Department of Finance where he managed the 400-employee Property Division. Additionally, he represented the Finance Commissioner in discussions with the State Board of Real Property Services, State Legislature, City Council and real estate industry organizations, and oversaw annual mass appraisal of 970,000 parcels, yielding $8 billion in property taxes. Mr. Borin was also the Chief of Staff and Counsel for the Tax Commission.
Mr. Giminaro, (48), has represented many large property owners and numerous high profile buildings in the City of New York. Prior to Stroock, he headed the Tax Certiorari departments at both Graubard Mollen & Miller and Shea & Gould. He successfully negotiated one of the City’s largest real property tax settlements, resulting in over $300 million in assessment reductions. In his career, he has successfully negotiated multi-million dollar assessment reductions for a wide variety of properties, including major office buildings, industrial and commercial facilities, hotels, shopping centers and malls, television studios, special franchises, and residential cooperatives and condominiums. Mr. Giminaro is also the former Chief Real Estate Tax Counsel to the NYC Department of Finance.
