EY hires Carl Joseph, former Counsel Multistate Tax Affairs at the California Franchise Tax Board, into its Indirect and State and Local Tax practice
Ernst & Young LLP announced today that former Counsel Multistate Tax Affairs at the California Franchise Tax Board (FTB), Carl Joseph, joined the firm as a principal in the Indirect and State and Local Tax practice.
“Carl’s deep experience and vast tax knowledge will make him an invaluable resource to our team and in assisting our clients, particularly with tax controversy and multistate tax issues,” said Jeff Saviano, principal, Ernst & Young LLP, and leader of the Indirect, and State and Local Tax practices.
At the FTB, Joseph was responsible for coordinating multistate tax policy issues, authored legal rulings and regulations concerning multistate tax law, and represented the FTB in significant multistate appeals before the Board of Equalization and in trial and appellate court proceedings.
Joseph joined the FTB in 1997 as a staff attorney in the Multistate Tax Law Bureau of the Legal Division where he worked in all facets of multistate taxation, including unitary business theory, apportionment, combined reporting and water’s edge combination. He was promoted to Assistant Chief Counsel in 2009, and was appointed Counsel—Multistate Tax Affairs in 2012. He has authored regulations concerning multistate tax law, including Regulation 25137(c)(1)(A) addressing the sales factor treatment of occasional sales, and Regulation 25137-14 addressing the apportionment rules for mutual fund service providers. Joseph has provided technical and drafting expertise to the state legislature on multistate tax issues and has testified on matters of tax policy.
He earned a BA in economics from University of California and a JD from University of the Pacific, McGeorge School of Law.
