Ruth Madrigal Joins KPMG As Principal In Washington National Tax Practice
Ruth M. Madrigal has joined KPMG LLP, the audit, tax and advisory firm, as a principal and leader of the Exempt Organizations group in the firm’s Washington National Tax (WNT) practice. Based in Washington, D.C., Madrigal will advise exempt organizations and their affiliates, donors, and partners on a range of tax matters.
Madrigal has extensive experience, both within the government and in private practice, advising on a wide variety of legal and tax policy issues affecting charities and other tax-exempt entities, as well as advocating for clients before the IRS, Treasury, and Congress. She has more than 10 years in private practice at law firms – most recently as a partner at Steptoe & Johnson LLP – and has significant experience advising a broad range of exempt organizations. Madrigal has also advised social entrepreneurs – people who establish enterprises with the aim of solving social problems or effecting social change – on structuring their social impact activities and has advised corporations on such areas as charitable giving, corporate foundations, and other corporate social-responsibility programs.
“Ruth is a distinguished tax professional who will add tremendous value to our Washington National Tax practice and the exempt organizations across the nonprofit sector that we advise,” said Manal C. Corwin, principal in charge of KPMG’s WNT practice.
“Her experience supports our worldwide Development and Exempt Organizations practice and aligns with our strategic initiative to expand the services of our Family Office practice, working closely with these clients as they consider and pursue their philanthropic goals. Ruth will also help all our exempt clients address the transformational changes they face as a result of the 2017 tax reform law.”
From 2010 to 2016, Madrigal served as an attorney and policy advisor in the Office of Tax Policy at the U.S. Department of the Treasury. There, she was responsible for advising the assistant secretary of Tax Policy on all tax matters involving tax-exempt organizations and their donors. She was responsible for drafting regulations, administrative guidance, and legislative proposals relating to the tax-exempt sector and charitable giving, as well as representing Treasury in public hearings and meetings with other federal agencies, foreign governments, members of Congress, and state regulators.
Madrigal holds a Juris Doctor degree from Harvard Law School.
